Critics of the european Union often point to the technocratic nature of the Treaty of Rome, the bloc's founding document, which opens with "His Majesty the King of the Belgians" and five other heads of state vowing to "lay the foundations of an ever-closer union among the peoples of Europe." The contrast with the simple, democratic elegance of the U.S. Constitution, which opens with "We the people," is stark.
