For policymakers in Central and Eastern Europe, it seemed like deja-vu all over again earlier this year. For the second time in three years, the region's economy was threatened by a crisis not of its own making-this time, the debt turmoil in the European Union. Once again, government officials and bankers scrambled to prevent an external credit crunch from throttling activity in the region.
