Britain's appetite for tough new banking reforms appears to be waning as the government focuses on economic growth. In the classic 1980s british telev ision comedy series Yes Minister, the show's manipulative senior civil servant, Sir Humphrey Appleby, recommended to his boss that the best way to sidestep a political scandal was to appoint a committee of investigation. There was just one caveat, he explained: "Never set up an enquiry unless you know in advance what its findings will be."
