The international monetary Fund has struggled to give emerging markets a voice commensurate with their growing economic clout. A sudden vacancy at the top following the resignation of Dominique Strauss-Kahn appeared to offer a perfect opportunity to remedy the balance. But despite some posturing by Brazil, Russia, India, China and South Africa, which demanded a merit-based process rather than another European-U.S. stitch-up, the runaway favorite for the post was none other than Christine Lagarde, the very French finance minister. Plus ca change. Europe, and France, see too much at stake to cede the IMF post, while the rising powers have yet to identify any unifying political principles beneath the BRICS veneer.
