Pervez Musharraf s career encapsulates the promise, and peril, of Pakistan. The former army general, who seized power in a 1999 coup, declared Pakistan a willing U.S. partner In the war on terror after the attacks of September 11,2001, but he never convinced Washington of his ability or willingness to combat extremists in his country. Musharraf installed a technocratic team led by former Citibank executive Shaukat Aziz that jump-started Pakistan's economy only to see growth wane amid an upturn In terrorism and political instability.
