For foreign investors, the Kazakhstan investment case is straightforward - the country has huge reserves of oil, gas, copper and gold. Kashagan, its offshore field in the Caspian Sea, was the biggest oil find of the last 20 years. The government in Astana, the new capital since 1997, wants to transform Almaty, the former capital, into a major financial center for the Central Asian region and is pressing to diversify its financial markets by preparing companies in other sectors - in power generation, industrial, consumer goods, construction, railroads, agriculture and telecom - for ultimate listings. And thanks to Grigori Marchenko, former central bank governor (and now CEO of Halyk Bank), Kazakhstan has the best-regulated banking sector in what's now called the Commonwealth of Independent States (CIS).
