Gennady melikyan has an unenviable job. as the toprnbanking supervisor in Russia, his task is to oversee a system that virtually collapsed less than a decade ago and that, despite a dramatic recovery, still contains hundreds of so-called pocket banks that exist largely to obscure the financial dealings of select clients from the eyes of the Russian tax authorities. It's a difficult - and dangerous - post. Efforts to crack down on the country's financial netherworld apparently cost the life of Melikyan's predecessor, Andrei Kozlov, who was gunned down outside a Moscow soccer stadium last year.
