It's blowing hot and cold on the European defence front. On the one hand, there is an upbeat mood created by the fact that the defence sector emerged as one of the few survivors of the European constitutional process, which collapsed without agreement in mid-December 2003 ― a symbol of the increasing readiness to move armaments into the EU framework. In particular, efforts to set up a new European arms agency have maintained momentum, with takeoff set for later this year. On the military front, too, progress has been made, with London, Paris and Berlin moving closer together on issues such as an independent EU planning capability and rapid-deployment forces.
