The recent budget proposal unveiled by the Obama administration showing a clear cut lack of funding for the ambitious and much touted US$81 -billion Constellation programme, the American dream of returning astronauts to the moon - after the historic 1969 Apollo moon landing - stands shattered in toto. Indeed, this rigid budget has dealt a deadly blow to the American hope of building a new generation rockets and spaceships for giving a practical shape to the American vision of setting up a base on the moon and accomplishing a human expedition to the Red Planet Mars which thernprevious Bush administration had initiated. And as pointed out by Richard Shelly, the senior Republican on the Senate sub committee heading NASA (National Aeronautics and Space Administration) funding, this move of the Obama administration would lead to the "death march for the future of the US human flight programme".
