The British engineering company Rolls-Royce has filed the first request under the REACH regulation for an authorization to continue using a substance that would otherwise be phased out in the European Union, the European Chemicals Agency (ECHA) said Aug. 14. The company requested an authorization for continued use of bis(2-ethylhexyl) phthalate (DEHP), which is used to increase the flexibility of plastics. Rolls-Royce wants to continue to use DEHP in the manufacture of fan blades for aircraft engines, ECHA said. In accordance with the authorization processes set out in REACH (Regulation No. 1907/2006 on the registration, evaluation, and authorization of chemicals), ECHA has opened a public consultation requesting any information on alternatives to the use of DEHP in the process described by Rolls-Royce. Information can be submitted through Oct. 9. Authorizations under REACH can be granted for specific uses of an otherwise prohibited substance if no alternative to the substance is available, and any risks from use of the substance can be controlled.
