An international project to modernize Russia's response to oil spills in the Arctic will seek information from companies about the types of oil they are pumping to speed cleanup in case of emergency. The Murmansk city government signed an agreement June 28 with the European Union to modernize its system for responding to oil spills as part of the bloc's long-running Kolarctic cooperation program.
