The Russian legislature is working to introduce a package of six bills this summer that would establish a new waste management system, with new recycling rules and greater authority for local control over waste management. The laws would regulate hazardous waste from the chemical, pharmaceutical, glass and electric industries, as well as household waste, according to a member of the State Duma. The draft laws are being shaped in concert with an ongoing project between the Russian and German governments to harmonize Russian and European law.
