Foreign banks fear that the creation of a new UK body to monitor banking conduct -the Banking Standards Review Council - will only add another layer of regulation for them to comply with, despite the body promising that it is a voluntary organisation and by no means a regulator. The council's aim is to improve banking standards in the UK among all financial institutions. The main concerns, which have come mostly from foreign banks, appear to be over the extra reporting requirements such a body might entail on top of the official UK regulator's certified persons regime, which is shortly to be overhauled as well.
