EDITOR'S NOTE: This paper has been reprinted by the kind permission of the Federation Internationale de Geometres. In particular the Editor wishes to thank the Chairmen of Commissions IV and V of that organisation and the Co-Chairmen of Working Group 4.2. It was felt desirable to include this publication in this Review as it provides a background to the current interest in the hydrographic community on vertical reference frames. As such it provides an important reference for other papers that have been and will in the future be published in this Review.
