The Games of the New Emerging Forces (GANEFO) have previously been highlighted as both the most obvious instance of the politicisation of international sport, and as the biggest challenge to the International Olympic Committee's domination of international sport, particularly among the newly-independent and decolonising nations of Asia and Africa.1  1. See Gitersos, ‘The Sporting Scramble for Africa’. View all notes However, despite the avowedly political nature of GANEFO as both a sporting event and an organisation, to date there does not exist a clear analysis of the internal politics of GANEFO and their role in the organisation's ultimate demise. The Second GANEFO, scheduled to take place in Cairo in 1967 never took place, ultimately leading to the death of GANEFO. This article seeks to fill a gap in the explanation of the demise of GANEFO, by examining the internal politics of GANEFO as told by declassified documents from the Ministry of Foreign Affairs of the People's Republic of China. In their discussion of the rise and fall of GANEFO, Rusli Lutan and Fan Hong wrote that, ‘Cairo announced it could not hold GANEFO II in 1966 for financial reasons. View all notes However, the political tensions that existed within GANEFO from the outset meant that Egypt's willingness, rather than its capacity, to host the Second GANEFO was in doubt from almost as soon as its selection as host city was announced, and these were intimately connected to the strident opposition of the IOC, and particularly the IAAF and FINA, to the ‘New Games’.
