Jovena, a subsidiary of the Axian group in Madagascar, is planning to build a major hydropower plant on the island state in support of the Government's energy transition programme. Jovena, one of Madagascar's leading petroleum product distributors, is currently in discussions with the Government over the terms of a BOOT concession for a 120 MW plant in Toamasina, in the Tamatave region. "We are in discussions with the state on different subjects to allow us to start construction, and if the discussions proceed smoothly we expect the project to enter operation in 2022", Benjamin Memmi, Managing Director of Jovena, told H&D. "Discussions are ongoing over a concession for a period of 35 to 50 years and a power purchase agreement", he explained, adding that Jovena was ideally looking for a 50-year concession. Discussions, he said, had also been held with private investors and international financial institutions to secure financial support for the project, which will cost an estimated US$ 400 million.
