Cuba is to construct 34 small hydro plants, with a combined installed capacity of around 14.6 MW, with concessionary financing from the Kuwait Fund for Arab Economic Development (KFAED). On 23 April KFAED announced the signing of a loan agreement with the Government of Cuba, according to which it will provide Kuwaiti Dinars 8.8 million (about US$ 30 million) for the projects, which are to be built over the next seven years at existing dams to generate electricity principally for rural communities on the island. The 28-year loan, which includes a grace period of seven years, and carries an interest rate of three per cent, is to be repaid in 28 semi-annual instalments. The funds, which will be onward lent to the state power utility Union Electrica, will cover about 40 per cent of the project's estimated cost of about Cuban Pesos 74 million. The Government of Cuba has undertaken to make available all additional funding as needed to execute the project in accordance with the agreed programme.
