Tributes were paid to Adama Nombre for his efficient and diplomatic leadership of ICOLD over the past three years, during the meeting of the African Club, at the General Assembly, and during the Congress. During the closing ceremony of the Congress he was awarded Honorary Membership of ICOLD (see photo, right). To mark the end of his term of office, he had prepared a comprehensive paper, entitled 'Strengthening ICOLD for emerging challenges', which was distributed to delegates in Stavanger. This reviewed the three phases of the development of dams, from the days of modern dam construction (1900s to 1980s), the period when construction slowed down, characterized by debates on environmental and social concerns, and then what he termed the "new era for dams, hydropower and water infrastructure", with more international consensus about the need to increase water storage, to meet basic human needs in many parts of the world.
