NuPlanet, a small hydropower plant developer, owner and operator based in South Africa, has started construction of its third run-of-river scheme. Construction of the 4.5 MW Stortemelk plant, on the Ash river near Clarens, in the Free State Province, began in October, following financial closure in September. The Rand 186 million (US$ 18 million) project is being funded on a typical project finance basis, with a debt-to-equity ratio of 30-70 per cent with debt from Rand Merchant Bank, and equity financing provided by parent company Renewable Energy Holdings, which is jointly owned by Anton-Louis Olivier, managing director of NuPlanet, and the South African investment group, the Mertech Group. Stortemelk, which is expected to begin operation in mid-2016, is being developed on an Engineering, Procurement, Construction and Management (EPCM) basis by Aurecon South Africa. The Stortemelk hydro station will be constructed between two existing dams, and will require deep excavations through the Botterkloof dam embankment, between Botterkloof dam and the Boston A spillway. The construction work needs to take place without affecting the operation or stability of the existing dams.
