In 2010 devastating floods affected China, Pakistan and Niger; 2011 has begun with catastrophic flooding in Australia and Brazil. It is therefore timely to review the role of dams in mitigating the effects of floods. This paper describes a study by EDF, which has focused on reservoirs in France and Chile. The paper describes and compares experience at the two sites In most countries, a population increase can be observed in the vicinity of rivers, in areas subject to flooding. At the same time, improved safety levels for the operation of dams are demanded by governments and by society. In such a context, flood management is a major preoccupation, in view of the possible devastating impacts at national or regional levels. Better planning and coordination between various actors relating to public safety is now essential, as well as a real optimization of reservoir management.
