The Brazilian cCongress has approved a new law giving local developers preference over foreign-owned rivals when competing for hydroelectric concessions. The law,rnwhich applies to projects with capacities of up to 50 MW, must be ratified by President Luiz Inacio Lula da Silva. In an attempt to encourage minirnhydro projects, the Brazilian Government has also offered simplified administrative and environmental procedures for projects with installed capacities of less than 30 MW.
