摘要

Canadians are increasingly concerned by climate change and greenhouse gases, with good reason. Since the Kyoto Protocol was adopted in 1997 by the heads of 180 countries, greenhouse gas (GHG) emissions have continued increasing worldwide. The Canadian Government, at the time of Kyoto, agreed to reduce GHG emissions by 6 per cent below 1990 levels by the five-year commitment period of 2008 to 2012. Today's government aims to reduce GHG emissions by an absolute 20 per cent by 2020. The truth is that Canada's emissions increased by 25 per cent between 1990 and 2005. In 2005 alone, according to Statistics Canada, human activities released the equivalent of 747 Mt of CO_2 into the atmosphere - an increase of more than 150 Mt from the 596 Mt released in 1990. True, Canada's population grew by 17 per cent and its economy by 30 per cent, entailing an increased use of energy. Nevertheless, Canada remains by far one of the highest per capita GHG emitters: at 0.5 per cent of the world's population, Canada contributes 2 per cent of the total global GHG emissions. The electricity sector, namely coal-fired power, is responsible for 17 per cent of these emissions.
