A consortium comprising Loh & Loh Corporation, Rohas-Euco Industries and SMHB Engineering, all of Malaysia, has signed a project development agreement with the Government of Laos to develop the Nam Sane 3 hydro project in northeastern Laos. The consortium, led by Rohas-Euco Industries, said that the project development agreement, signed in mid-June, will run for 18 months, during which time Rohas-Euco Industries "has the exclusive right to negotiate the terms and conditions of the project documents which include a concession agreement, a shareholders' agreement, power purchase agreements), an engineering, procurement and construction contract, an operation and maintenance agreement and financial documents." Rohas-Euco Industries must also establish a Laos-incorporated special purpose vehicle to build, own and operate the project under a 30-year concession during the 18-month period.
