This article reviews the first experience in Peru of a hydro scheme qualifying for carbon credit sales, following an agreement between developer SINERSA and the Dutch Government, with the World Bank acting as broker. The Kyoto Protocol represents one of the first global agreements related to protection of the environment, establishing tangible obligations for developed countries and defining procedures for alternative projects in developing or underdeveloped countries, known as the Clean Development Mechanism (CDM). According to CDM, it is possible for developed countries to support the reduction of CO_2 and other gas emissions damaging the ozone layer, by financing alternative projects in developing or underdeveloped countries, through the issue and purchase of carbon credits which can be used to fulfill part of the obligations assumed under the Kyoto Protocol. Under this procedure, SINERSA, a Peruvian energy development company, signed an agreement with the Dutch Government and the World Bank to sell all available carbon credits (reduction of emissions of up to 330 000 t of CO_2), from the new Poechos 1 hydropower plant, starting from the date of the hydropower plant's first operation (April 2004).
