The developer of the Nam Ngum 2 hydropower plant in Laos, the Southeast Asia Energy Company (SEAC), has signed a 25-year agreement to sell nearly all of the plant's output to the Electricity Generating Authority of Thailand (EGAT). The sales are scheduled to start in January 2013, with EGAT having agreed to pay an average of Baht 1.99/kWh (US$ 49.9/MWh) for 2.31 TWh/year. All but 2 MW of the capacity will be supplied to Thailand. The Thai and Lao Governments, along with the contractual parties, are expected to sign the agreement in the third quarter of this year. The power sales contract, was signed on 26 May at the same time as the scheme's main financing agreement, shortly after it had been approved by Thailand's National Energy Police Office (NEPO). Thai Government officials said that the approval from NEPO was contingent on the insertion of a clause specifying that, in the event of any dispute, Thai law would apply and that the Thai arbitration committee would act as arbiter.
