This paper shows how a major Brazilian hydro plant, which could have had substantial environmental and social impacts, became a model case study for carefully planned and integrated regional development. It was the first hydro plant to pass through all the new environmental regulations in the Brazilian Constitution. The project was recently awarded the Blue Planet Prize by the International Hydropower Association (see also Issue 6, 2003). The Salto Caxias hydroelectric project, owned by COPEL (Companhia Paranaense de Energia) is on the Iguacu river, in Parana State, Southern Brazil. The 1240 MW powerplant is 180 km upstream of the Iguacu Falls, and has a reservoir area of 140 km~2 which required the flooding of 1120 rural properties in nine counties in the southwestern part of the State. The roller compacted concrete dam, completed in August 1998, is 63 m high, and has a length of approximately 1000 m. The four 310 MW generating units were commissioned by the end of 2000. Construction began in 1995, and the filling of the reservoir was accomplished in September 1998. The total cost of the project was US$ 975 million, including interest during construction; and, about 25 per cent of this amount, almost US$ 250 million, was spent on the implementation of 24 environmental programmes.
