The concept of the vertical bulb turbine unit has brought about a new possibility to achieve significant economic improvements in hydro plants, and represents a breakthrough from the long-standing notion that a bulb turbine and generator has to be a horizontal unit. Kaminojiri No. 2 powerplant, where this vertical bulb was installed, began commercial operation in 2002. The main features of this plant, and in particular the vertical bulb technology, are described here. Although hydropower, as a renewable and purely domestic clean energy, has been one of the major power generation sources in Japan for some time, most of the large scale, economically feasible sites have already been developed, and so no further new development could be expected in recent years. In the meantime, the refurbishment and upgrading, or in some cases the complete reconstruction of existing plants have become much discussed topics today and have been implemented in many cases. Against this background, the Tohoku Electric Power Company has implemented a long-term redevelopment plan for the existing dams on the Agano river, where numerous powerplants have been constructed. The redevelopment project has been carried out principally to correct 'unbalanced' powerplant capacities, where water consumption in downstream areas is lower than that on the upstream side of the plants, to ensure more effective use of the abundant water resources.
