This article, by the organizers of Hidroenergia 2004, looks at the important present and future role of small hydro in Europe, and the main issues and challenges affecting the small hydro sector. Small hydro development in Sweden, the host country of the Hidroenergia conference, is discussed. With more than 1000 MW of small hydro capacity at 1615 plants, Sweden ranks fifth in Europe in terms of electricity production from small hydro stations. Small hydropower (SHP) has a key role to play in the development of renewable energy sources (RES) in Europe, and an even a greater role in the developing world. There is an increasing interest today in developing SHP for a number of reasons: 1. increasing electricity demand; 2. international agreements to reduce greenhouse gases, which are limiting the use of fossil energy; 3. environmental problems; and, 4. the fact that in most European (and some other) countries, the sites for large hydropower have mostly been exploited,
