Baixo Sabor/Alto Coa: a comparison of technical and environmental features

摘要

The Baixo Sabor and Alto Coa projects have been considered as the only options to create major strategic water reserves in the upper part of the Douro river cascade, on the Sabor and Coa rivers. Apart from their value for the grid, they have environmental advantages, providing a clean water reserve, catering for dry periods, controlling floods, and reducing CO_2 emissions. The projects have been submitted to an EIA process, which led to a choice of Baixo Sabor as the best option. This paper describes the process leading to this decision, and presents the main objectives of the projects and the technical alternatives analysed.
