Both the National Commission on Terrorist Attacks Upon the United States (the 9/11 Commission) and the National Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction (WMD Commission) identified deficiencies in analysis as significant issues in the Intelligence Community (IC). This finding is not new. Well before either of these incidents, the Central Intelligence Agency's (CIA) Richards Heuer observed that "Major intelligence failures are caused by failures of analysis, not failures of collection."1 To improve long-term analysis, and to comply with the Intelligence Reform and Terrorism Prevention Act (IRTPA) of 2004, IC agencies and the Director of National Intelligence (DNI) have identified many "fixes."
