There is a long-recognised need to allow for climate change in the regulatory response that promotes enclave strategies for the conservation of biodiversity. For example, in 1991, and before the adoption of the UN Framework Convention on Climate Change, Michael Bowman highlighted the need for conventions and national law to incorporate flexibility in order to be able to react to the likely migration of terrestrial species and ecosystems.1 Robin Kundis Craig's work is a welcome addition to this advocacy for flexibility, offering a wide perspective on what it means to utilise a place-based strategy, as well as a focus and level of detail on the ocean environment that is rarely offered.
