摘要

The HRM practices in the project-oriented organisations are varied from classical organisations, where the development of HRM is considered the most crucial component. As a result, a shift from job-based training (suitable for large, routine and operational organisations), to competency-based training (suitable for knowledge-based organisations) seems to be an inevitable key factor. In this paper we suggested a competency-based model to identify the human resource requirement to support project-oriented organisations. To this end, an innovative approach, the so called activity-based competency, which seemed to be the most relevant and succinct means was evolved and developed from the technical documents and analysis of the core activities in WBS (work breakdown structure) of the 3D-petroleum system modelling (PSM) project in the Persian Gulf and Oman Sea (PEARL programme). This methodology is capable enough to encompass all elements of this technology according to the definitions of the main categories. The methodology is also capable of forming the basis of development plans in almost every large project and programme of similar scale.
