摘要

This paper presents the findings of the Korean case study on the usage patterns of knowledge-intensive services and innovative activities in suppliers of ICT services. The Korean Computer Software Service (CSS) suppliers were by and large innovative. Based on the broadband IT infrastructure in place, boosting innovation of the CSS (including the software sector) is one of important policy issues in Korea. The difference between innovation in the service sector and that of the manufacturing industry is narrower than expected and the key factor of convergence in innovative pattern is the adoption of ICT. Even though the government has implemented many policy tools to boost innovation of the CSS suppliers, they used more private than public inputs to KISA. While the most frequent uses of public inputs to KISA by the CSS suppliers were related to R&D and ICT training services, the private inputs to KISA were more associated with software package service, and IP-related professional services than other services.
