The model of the innovation scene, treated like a theatre stage, with three main actors (science, industry and government) is analysed in the conditions of an economy in transition. An interesting pattern can be observed in the period of analysis (1989-2000): the country's innovation performance reacted in the same manner, but with a one-year delay, to macro-economic changes. This outcome leads to the conclusion that the innovation activities of firms were not affected by S&T policy, which was often delayed. On this basis, policy recommendations are formulated.
