Today's technology is driven through its use in the office and the home. Such development produces short product life-cycles and the possibility to integrate simple and cost-effective procedures. In this way advantages have been gained in the areas of analysis and communication. With the globalisation of markets, new demands have been made on the operator of power supply. Data acquisition and processing, as well as the distribution of information, over out-dated communication systems have been recognised as an area for improvement. PC- based systems and substation IT lend themselves to such optimisation. The typical pyramid structure of plant is described in many text books but the most cursory look at the installed systems often shows a totally different structure is actually used. Copper wiring is still used and data is transmitted to the control centre without pre-processing. This means some information transmitted to the control centre may not be needed for the process control. This occurs in both national utility control centres and local industrial ones.
