Smooth implementation of Indonesia's 17.47 per cent elec-tricity tariff increase this month (July) will clearly signal the beginning of the end of state utility Perusahaan Listrik Negara's (PLN) woes. Coming hot on the heels of a debt-restructuring package that finally won government approval 22 June, PLN will have bottomed out.rnBut the end of the end, namely the establishment of PLN as operationally viable enough to service its Finance Ministry-guaranteed IPP commitments and to be privatised, is still in World Bank thinking at least five years away. It won't be a smooth ride.
