Chicago transit Authority (CTA) is warning surging staff costs and an end to years of borrowing will leave it facing a $US 277m budget deficit next year. President Mr Forrest Claypool says employment costs are unsustainable, and that difficult decisions on the authority's future cannot be deferred any longer. CTA has borrowed $US 554m over the last four years to cover its operating deficit.
