Mr Matej Augustin, CEO of ZSSK Cargo, Slovakia, suggests railfreight will lose market share unless policy makers take steps to reduce track access charges and increase freight-oriented investment in railway infrastructure. This year looks set to be a difficult one for many of Europe's railfreight operators, as the healthy annual increases in traffic witnessed in recent years turn to decline in the wake of the global financial crisis. At Terrapinn's recent CEE Rail conference in Budapest, Mr Matej Augustin argued that European policy makers will need to address a number of key institutional issues if railfreight is to increase its market share as traffic volumes recover. Augustin believes that while the incumbent operators have had to restructure themselves in line with European legislation, infrastructure managers (IM) have not adapted to meet the needs of liberalisation in the railfreight market. "How can we push infrastructure managers into a liberalised position that reflects the status of operators?" he asks. "The IM's assets belong to the state, and the state naturally wants to protect its assets. The IM's decisions are state-driven, but the operator's decisions are driven by the market. This makes it difficult for us to have a truly open market on the railways."
