California's first high-speed line could be operational by 2019 if voters approve a $US 9.9 billion bond in a referendum planned for this November. An 1100km network is envisaged, stretching from Sacramento and San Francisco in the north to Los Angeles, Irvine and San Diego in the south with the central section serving Bakersfield and Fresno. At $US 40 billion, it would be California's largest ever public works project. A third of the total cost would come from federal sources, a third from the state, with the remainder from private investors.
