摘要

As the United Nations specialized agency with responsibility for the safety, security and efficiency of shipping and the prevention of marine pollution by ships, the International Maritime Organization (IMO) considers that the allocation and regulation of the use of spectrum for radiocommu-nication is of the utmost importance for the safe, secure, efficient and environment friendly navigation of ships. The primary interest of the International Maritime Organization at the World Radiocommunication Conference 2012 (WRC-12) is to safeguard the current use of spectrum allocated to existing maritime services. The continuous growth in demand for spectrum by almost all radiocommunication sectors means that the maritime community has an interest in most of the WRC-12 agenda items. For instance, a proposed primary allocation to the radiolocation service in the frequency band 154-156 MHz under agenda item 1.14, if not properly regulated, could lead to out-of-band compatibility problems with the maritime mobile service operating in the frequency band 156-174 MHz.
