The EU-China Information Society Project is a joint initiative between the Chinese Government and the European Union. The project started in July 2005 and runs to June 2009. One of its activities was the launch in 2007 of a smart card in the city of Handan, to the south of Beijing in southern Hebei Province. The card, containing a microchip, will give people easier access to such social services as retirement pensions, unemployment insurance, workers' compensation, and medical insurance. More than 1.3 million people can use the smart cards, with personal computers or at public facilities. Implemented by the municipal authorities, the Handan Smart Card initiative aims to create an integrated platform and database. Having "one card for all services" is intended to make life easier for the city's residents, improving local administration and contributing to the provision of efficient and effective government services.
