It is estimated that the United States has more than 311,000 traffic signal intersections with traffic signal infrastructure assets valued at $82.7 billion, an annual operating and maintenance cost of $1.2 billion, and an annual capital program cost of $859 million.(1) Traffic signals consume more than 3 billion kilowatts (kWh) of electric energy resulting in an annual energy bill of approximately $500 million. According to 2012 National Traffic Signal Report Card, the nation's traffic signal system got a D+ grade.(1) A 2012 Urban Mobility Report indicates that 5.5 billion hours lost by urban motorists due to congestion.(2) This is valued at $121 billion for the year 2011. Delays at traffic signals contribute an estimated 5 to 10 percent of all traffic delay or 295 million vehicle-hours of delay on major roadways alone.
