While each of these projects engaged stakeholders differently, taken together, they provide a number of lessons for approaching any transportation planning project: Include all relevant agencies and stakeholders in project scoping. The sooner the team identifies potential conflicts, the less time and money is spent unnecessarily. In the Layton example, much of the budget could have been wasted focusing on a bypass when, in reality, key stakeholders were not going to approve that concept. Agree on ground rules for CTPA projects. While NJDOT provides funding for CTPA studies, it does not guarantee funds for implementation. The host community owns the study and its conclusions. Any recommendations involving state highways are vetted with NJDOT Traffic Engineering staff prior to completion of the report, but NJDOT does not commit to constructing recommended improvements. Instead, evaluating various potential funding sources, and developing a phased implementations strategy is critical to increasing the likelihood that recommendations are realized.
