The AAA Foundation embarks on a mission to save more iives—and eventually achieve zero deaths—through its innovative United States Road Assessment Program. IN LATE 2004, THE AAA FOUNDA-tion for Traffic Safety initiated, what eventually turned out to be an eight-state, three-phase pilot to explore the benefits of the United States Road Assessment Program, or usRAP. Modeled on programs already used in Europe and Australia, and being tested in more than 70 countries, usRAP is designed to evaluate and benchmark the relative safety of roads using crash-history data and roadway-inventory data. The Federal Highway Administration (FHWA), along with other key stakeholder groups, were represented on a technical advisory panel that has guided the program.
