Access management is much more than the control of driveways. It is a means of enhancing roadway safety and preserving mobility through the "systematic control of the location, spacing, design and operation of driveways, median openings, interchanges and street connections to a roadway."1 Roadway design elements, such as median treatments, auxiliary lanes, and the spacing of traffic signals, are also involved.rnThe need for access management is apparent. Over the years, arterial roadways have been constructed to improve mobility and relieve congestion. Yet mobility has too often been eroded by a proliferation of driveways, street connections and traffic signals. Roadway safety has also been compromised, and the corresponding roadside strips have had a decidedly adverse effect on community character and walkability.
