Warrant 7 provides for consideration of a traffic signal installation at locations where at least five accidents of a type susceptible to correction by a signal (primarily right-angle collisions) have been reported within a 12-month period. The vehicle and pedestrian volumes should be at least 80 percent of those specified in the Manual on Uniform Traffic Control Devices (MUTCD), and progressive flow should not be seriously interrupted. Less restrictive remedies should be tried first. The five-accident clause has been in the former Accident Experience Warrant since 1935. It is based on studies at 599 intersections in 24 cities in the late 1920s and early 1930s. The studies found that signals produced an adverse effect on safety when installed at intersections that had fewer than four reported accidents per annum.
