Except for a brief procedure on signal removal in the MUTCD 2000, standard traffic control transition procedures are not currently published in the MUTCD 2000, the Traffic Engineering Handbook, the Traffic Signing Handbook, or other similar references. Therefore, practitioners tend to rely on their own experience and what they personally believe is appropriate regarding the safest methods of conversion. Because traffic control transitions are a fairly rare occurrence, problems caused by this lack of standardization are infrequent and not well documented. However, standard procedures should be developed because of the benefits of standardization on uniformity, safety and liability. It is hoped that this document will assist practitioners in implementing appropriate traffic control transition procedures, and will become a step in moving towards the development of published standard traffic control transition procedures.
