Phase la of the greenfield Istanbul Airport opened on 29 October - Turkish Republic Day - with initial capacity for 90 million passengers per year, rising to 200 million by 2028 once subsequent phases of construction are completed. By then, Istanbul aims to be the biggest airport in the world by passenger volume, and a close challenger to Hong Kong as the leading cargo airport. This ambitious public-private project was implemented by the IGA industry consortium, which comprises Turkish companies Cengiz, Kolin, Limak, Mapa, and Kalyon. IGA is investing EUR10.2 billion (USD 11.6 billion) in building Istanbul Airport, and it is also paying the Turkish government EUR22.1 billion, plus taxes, over a 25-year operating concession.
