In 1945, a national commission of the Dutch government looked into the reconstruction of 25 damaged airports that had been abandoned by the German occupiers Against this background, Or Albert Plesman, founder of KLM, wished to establish an agency to cluster all knowledge about airport construction within the Netherlands. Plesman feared a 'brain drain' to the United States, which in 1948 spent USD278 million (a huge sum of money at the time) on airports in the New York area.
