Russia has clarified national defence procurement rules that prohibit the import of foreign materiel in all but exceptional circumstances by exempting products from four other countries of the Eurasian Economic Union (EEU). This means the prohibition does not apply to Armenia, Belarus, Kazakhstan, and Kry-gyzstan: the countries that subscribe to the Russian-led union set up at the start of 2015.
